Pilot Scheme on Dental Services (Dental Scaling) for Civil Service Eligible Persons

Scheme Overview

(i) Target Participants

The Pilot Scheme is implemented in the form of public-private partnership, which is expected to provide one-off dental scaling services to over 140 000 Civil Service Eligible Persons (CSEPs). The Department of Health (DH) will invite suitable CSEPs (selected CSEPs) to participate in the Pilot Scheme by batches through SMSDepartment of Health will issue SMS under the name of “HKDH” by batches to invite eligible persons to participate in the Pilot Scheme. Persons who have doubt on the SMS received may call the general enquiry hotline of the Pilot Scheme at 2892 1033 or email to pdsuser@dh.gov.hk for enquiries.. Selected CSEPs1 are grouped into two categories:

Old Cons CSEPs who have previously received government dental services and have been or are being arranged a recall appointment or a follow-up appointment at government dental clinic (GDC)
New Cons CSEPs who have registered for government new dental consultation (please refer to the relevant webpage for details)

Selected CSEPs can decide whether to join the Pilot Scheme based on their own conditions2. The dentists of private dental organisations will also conduct initial assessment on the scaling appointment date to determine if the CSEPs are suitable for dental scaling.

DH will issue invitation SMS to CSEPs in batches. Upon receipt of the invitation SMS, the CSEP can visit the designated DH website (via the weblink provided in the SMS) for information about the Pilot Scheme, or call 3952 7700 to listen the relevant information.

(ii) Service Period

The Pilot Scheme will last for 18 months, from 1 August 2023 to 31 January 2025.

(iii) Acceptance / Refusal to Participate

Participation in the Pilot Scheme is voluntary. If the CSEP agrees to participate in the Pilot Scheme, he/she should, within one month upon receipt of the invitation SMS, make a dental scaling appointment with one of the designated private dental clinics by telephone under the Pilot Scheme. Once an appointment is made, the original scheduled recall appointment of Old Cons at GDC will be cancelled3.

If a selected CSEP decides not to participate in the Pilot Scheme, there is no need to respond to the invitation SMS. Old Cons should attend the original scheduled recall appointment at the GDC. New Cons may continue to wait for the new dental consultation at GDC.

(iv) Procedures for Making a Dental Scaling Appointment

For CSEPs who agree to participate in the Pilot Scheme, they should, within one month upon receipt of the invitation SMS, contact and make dental scaling appointments with the designated private dental clinics under the Pilot Scheme. When making the appointment, they must inform the private dental clinics about their identity as CSEPs and are making dental scaling appointment under the Pilot Scheme. They should provide necessary information to the clinics to make the appointment, including English name, Hong Kong Identity Card (HKIC) or Birth Certificate number (i.e. prefix letter(s) and first 3 digits) and contact phone number. The dental scaling service should be completed within 3 months upon receipt of the invitation SMS.

When making the dental scaling appointment, dental clinics will confirm the appointment date and time, and the address of the dental clinic with the selected CSEPs. Selected CSEPs should properly record the information and attend the appointment as scheduled.

Please note that if the selected CSEPs do not inform the private dental clinic about their identity as CSEP during the appointment booking process, they may be required to bear the costs incurred in the scaling.

(v) Verification Code

Once the appointment is made, an SMS containing a verification code will be sent to the CSEPs on the following day. The verification code should be provided to the dental clinics after completion of dental scaling service to facilitate the validation process. If CSEPs do not receive the verification code before the appointment, or if they have lost the verification code, please call the enquiry number of the Pilot Scheme at 2892 1044 or send an email to pdsvcode@dh.gov.hk for verification and follow-up.

(vi) Rescheduling or Cancellation of Appointment

For rescheduling or cancellation of appointments, CSEPs should contact the dental clinics for arrangement before the scheduled appointment. If they wish to make an appointment with another dental clinic, they should cancel the original appointment before making a new one. Please note that the date of rescheduled appointment and date of completion of dental scaling should also fall within three months after receipt of the invitation SMS.

(vii) Arrangement for Dropping Out of the Pilot Scheme after Making an Appointment and No-show Cases

CSEPs who fail to attend their scheduled appointment will generally no longer be eligible for the Pilot Scheme.

If, after cancelling a scheduled appointment, Old Cons CSEPs do not attempt to make another appointment with any private dental clinics, hence failing to receive dental scaling within the three-month period. they will not be able to keep the original recall appointment at the GDC. They have to contact their GDC to book a recall appointment afresh. As their original recall appointment at GDC has already been cancelled, they will be put on the recall waiting list of the GDC concerned according to the prevailing waiting time.

The follow-up appointments of Old Cons and the waiting arrangement for new dental consultation at GDC are not affected. However, to avoid wasting the scaling service quota, New Cons CSEPs who cannot attend the scheduled appointments should inform the clinics concerned to cancel or reschedule the appointments as early as possible.

(viii) On Appointment Day of Dental Scaling Service

On the dental scaling appointment day, the CSEPs should present their identity documents to the dental clinics. They should sign the Consent part of the “Joint Consent and Acknowledgement (JC&A) Form” to confirm their agreement to participate in the Pilot Scheme, allow the dental clinics to verify their identity and eligibility for receiving the dental scaling service free of charge and provide their information to DH for reference.

After receiving the dental scaling service, the CSEPs should sign the Acknowledgment part of the JC&A Form to acknowledge receipt of the dental scaling service. They should provide the verification code issued by DH to the dental clinics (please refer to section (v) above for cases without verification code).

If the Pilot Scheme participants are minors (below 18 years of age) or incapacitated persons who cannot sign the forms for the Pilot Scheme, their representative (e.g. parent, spouse, adult child or legal guardian, any adult authorised by parent, spouse, adult child or legal guardian) should accompany them to the appointment and sign the forms on their behalf.

Under the Pilot Scheme, the Government will only pay for the one-off dental scaling service provided for the eligible participants of the Pilot Scheme, and will not be responsible for the costs of any other treatments agreed between the participants and the dental organisations/clinics.

If the clinical staff of private dental clinics identify any dental problems of Old Cons participating in the Pilot Scheme during the dental scaling procedure and have informed the participant concerned, the dental problem(s) must be recorded in the designated computer system for follow-up by DH dental clinics. New Cons will receive a detailed oral and dental check-up during their first appointment at GDC. CSEPs who have acute oral problems may seek emergency service from GDCs during service hours.

During the provision of dental scaling service, staff of the dental clinics should not engage in active marketing of dental treatments or services.

(ix) Follow-up After Attendance of Service

Old Cons will receive an SMS about the arrangement for the next recall appointment at GDC on the following day after completing dental scaling at private dental clinic. Another SMS with date and time of the recall appointment will be sent to the participants about three months before the recall appointment.

To collect feedback/opinion on the service of the Pilot Scheme, an SMS with a link to an opinion survey will be sent to CSEPs by Government after they have received the dental scaling service.

Note 1: In general, CSEPs aged 13 or above will be invited.
Note 2: As only dental scaling service is provided under the Pilot Scheme, if CSEPs are aware of their need for special care before the dental treatment (such as requiring antibiotic cover before dental scaling), they are recommended to wait for the dental scaling service at GDCs.
Note 3: Due to the need for timely follow up of the oral growth development of Old Cons aged 13-17 and oral problems of those holding follow-up appointments, their recall appointments/follow-up appointments at GDCs will not be affected.

Eligibility & Invitation
Q1 Who can join the Pilot Scheme on Dental Services (Dental Scaling) for Civil Service Eligible Persons (PDS)? Do I need to apply to join the Scheme?
A1 The Department of Health (DH) will send invitation to suitable Civil Service Eligible Persons (CSEPs) to join the PDS in batches through SMS. Application is not required. CSEPs can be classified into two groups:

Old Cons: CSEPs who have previously received government dental services and have been or are being arranged a recall appointment or a follow-up appointment at government dental clinic.

New Cons: CSEPs who have registered for government new dental consultation (please refer to the relevant website for details)

In general, CSEPs having the following conditions will not be invited to join the PDS:

- history of serious oral problems (e.g. at high risk for periodontal related disease); or

- serious medical history that may induce additional charges from private dental clinic (e.g. individuals with vascular disease or heart disease requiring blood-thinning medication, or individuals requiring special care before dental treatment such as requiring antibiotic cover before dental scaling).

CSEPs can decide whether to join the PDS based on their own conditions. The dentists of private dental organisations will also conduct initial assessment on the scaling appointment date to determine if the CSEPs are suitable for dental scaling. The private dental organisations will not provide scaling service to CSEPs who are edentulous.

Q2 How could CSEPs know if they have been selected to join the PDS? When will they receive the invitation?
A2 The Department of Health (DH) will send invitation to suitable CSEPs in batches through SMS.

For those CSEPs who have not received the invitation SMS, please wait patiently.

Q3 For CSEPs who have missed the previous round of invitations and have not participated in the PDS yet, will DH issue another round of invitations to them?
A3 For CSEPs have not participated in the PDS in response to previous invitations and whose 3-month periods for dental scaling have already passed, DH will, starting from late June 2024, issue invitations to eligible CSEPs concerned again in batches. CSEPs who wish to join the PDS please make an appointment as early as possible after receiving the re-invitation and complete the dental scaling within the specified deadlines.
Q4 Would CSEPs’ participation in the PDS affect their eligibility for receiving dental services provided by Government dental clinics in future?
A4 Participation in the PDS is voluntary. Old Cons who join the PDS can receive dental scaling service at an earlier date than their original recall appointments with the Government dental clinics. New Cons can receive dental scaling service before their first dental consultation appointment at government dental clinics.

After receiving dental scaling under the PDS, Old Cons (except those aged 13 to 17) will have their next recall appointment automatically arranged by the computer system. They will receive an SMS informing them about the arrangement on the following day after dental scaling. For Old Cons aged 13 to 17 or holding follow-up appointments, they should attend the recall appointments/follow-up appointments at government dental clinics as scheduled. For New Cons, the arrangement for their new dental consultation appointment at government dental clinics will not be affected and they shall continue to wait for new dental consultation at government dental clinics according to the original sequence.

CSEPs may choose not to join the PDS. Old Cons may attend the original scheduled recall appointments at government dental clinics and New Cons may continue to wait for the arrangement for new dental consultation at government dental clinics.

Q5 For Old Cons joining the PDS, their scheduled recall appointments at government dental clinics will be cancelled. Why is there a different arrangement for Old Cons aged 13-17 or holding follow-up appointments?
A5 Due to the need for timely follow up of the oral growth development of Old Cons aged 13-17 and the oral problems of Old Cons holding follow-up appointments, their original recall appointments/follow-up appointments at government dental clinics will not be affected.
Q6 If the eligibility of CSEPs for civil service dental benefits cannot be verified by the web-based system on the appointment day, can the CSEPs receive the dental scaling service? Is there any way to find out why the eligibility cannot be verified?
A6 The CSEPs must be eligible for civil servant dental benefits on the appointment day, otherwise, they cannot receive the dental scaling service. To enquire about their eligibility for civil service dental benefits, CSEPs concerned can contact their respective bureaux/departments (for serving civil servants and their dependants) or the Treasury (for retired civil servants and their dependants).

If the eligibility of CSEPs for civil service dental benefits cannot be verified by the web-based system on the appointment day but they firmly claim to be eligible for civil service dental benefits, the CSEPs concerned should sign a declaration form to confirm their eligibility for the PDS. The declaration form will be submitted to DH for verification of eligibility. If the CSEP is found not eligible for civil service dental benefits at the time when they receive the dental scaling service, they will be liable to pay for the cost of dental scaling service and other related charges. The CSEP or his/her associated eligible person may also be liable to disciplinary action (as appropriate).

Q7 For CSEPs who have been attending appointments at government dental clinics in the evening, can they join the Pilot Scheme on Dental Services (Dental Scaling)?
A7 In general, Old Cons CSEPs who have recall appointments at government dental clinics and with no history of serious oral diseases will be eligible to join the PDS. DH will send invitation to suitable CSEPs in batches through SMS. For CSEPs who have not received the invitation SMS, please wait patiently.
Booking / Re-scheduling / Cancelling Appointment
Q8 How to book appointment after receiving the invitation SMS?
A8 Please follow the procedures below to book an appointment:
  • Select and call one of the private dental clinics on the “List of Dental Organisations participating in the PDS” to make a dental scaling appointment within one month from the date of receipt of the SMS (i.e. the deadline for booking shown on the invitation SMS).
  • Provide the following information to the dental clinics to make the booking: name in English, Hong Kong Identity Card (HKIC) or Birth Certificate number (prefix letter(s) and first 3 digits), and contact phone number.
  • The dental scaling should be completed within 3 months from the date of receipt of the SMS (i.e. the deadline for dental scaling shown on the invitation SMS).
  • When the dental scaling appointment is successfully booked or rescheduled, an SMS with a verification code will be sent to the CSEP at least two calendar days before the appointment. Please provide the verification code to the dental clinic after completion of dental scaling.
  • If no verification code is received before the dental scaling appointment, the selected CSEP may no longer be eligible for civil service dental benefits, or if he/she has lost the verification code, please call the enquiry number of PDS at 2892 1044 from Monday to Friday, from 9 am to 5:30 pm (except public holidays) or send email to pdsvcode@dh.gov.hk for verification and follow-up.
Q9 When CSEPs book an appointment for dental scaling, the private dental organisation/clinic offers an appointment within two months, but the deadline for dental scaling is three months. Can CSEPs book an appointment for dental scaling beyond two months but within the three-month specified period?
A9 CSEPs should refer to the deadline for dental scaling shown in the invitation SMS. As long as the appointment date is within the deadline for dental scaling shown in the invitation SMS, the clinic can make an appointment for them.
Q10 Can CSEPs enquire whether the scaling service will be provided by a dentist or a dental hygienist from the designated dental organisations/clinics when making a dental scaling appointment?
A10

When making a booking, CSEPs can confirm with the designated dental organisations/clinics whether the scaling service will be provided by a dentist or a dental hygienist.

Q11 How to re-schedule a dental scaling appointment?
A11 CSEPs can re-schedule their appointments before the scheduled appointments. The original appointment has to be cancelled before a new appointment can be made. Please refer to the “Flow Chart of Rescheduling/Cancelling Dental Scaling Appointment” in the webpage of the Pilot Scheme for information ( www.dh.gov.hk/english/main/main_ds/main_psds.html ). The dental scaling should be completed within 3 months from the date of receipt of the invitation SMS.
Q12 Do CSEPs need to inform the private dental clinic to cancel the appointment if they cannot attend the scheduled appointment? Can they book another appointment afterwards?
A12 CSEPs should call the dental clinic to re-schedule the appointment as early as possible if they cannot attend the appointment as scheduled. The dental scaling should be completed within 3 months from the date of receipt of the invitation SMS. If they do not attend the scheduled appointment without re-scheduling, they will generally no longer be eligible for the PDS and they cannot book any other appointment with the private dental clinics under the PDS.

If Old Cons (except those aged 13 to 17) do not attend the scheduled PDS appointment without re-scheduling, they should contact the government dental clinic concerned to arrange a recall appointment afresh. The new booking will be put on the waiting list of the government dental clinic concerned according to the prevailing waiting time.

For Old Cons aged 13 to 17 or holding follow-up appointments and New Cons, their original recall appointments/follow-up appointments or waiting arrangement for new dental consultation at government dental clinics will not be affected. However, to avoid wasting the scaling service quota, CSEPs who cannot attend the scheduled appointments should inform the clinics concerned to cancel or reschedule the appointments as early as possible.

Q13 If a CSEP has cancelled his/her scheduled appointment without making a new appointment during the specified period, could he/she attend the original recall appointment at government dental clinic?
A13 If a CSEP has cancelled his/her scheduled PDS appointment without booking a new appointment within the specified period, he/she will generally no longer be eligible for the PDS. While the original recall appointment of Old Cons CESP at government dental clinic has been cancelled (except those aged 13 to 17), he/she should contact government dental clinic concerned to arrange a recall appointment afresh. The new recall appointment will be scheduled according to the prevailing waiting time of the government dental clinic concerned.

For Old Cons aged 13 to 17 or holding follow-up appointments and New Cons, their original recall appointments/follow-up appointments or waiting arrangement for new dental consultation at government dental clinics will not be affected.

Procedure on Appointment Date & Verification Code
Q14 What information/documents should be provided by the CSEPs on the day of the dental scaling appointment?
A14 On the day of appointment, CSEPs have to present their Hong Kong Identity Card or Birth Certificate to staff of private dental clinics for checking of their eligibility to receive dental scaling service under the PDS. Staff of private dental clinics would input CSEP’s name, Hong Kong Identity Card or Birth Certificate number, date of birth and gender into the web-based system for checking.

If private dental clinics require CSEPs to fill in a registration form and collect personal information other than the above, such as their latest health condition, information on allergy to specific materials or medicine, or emergency contact person, private dental clinics should explain to the CSEPs the purpose of collecting and usage of those information (e.g. assessing their suitability for scaling procedures). Other personal information (e.g. residential address and occupation) is not essential for the purpose of receiving scaling service. CSEPs can decide whether to provide such information or not.

During registration, CSEPs should sign the Consent part of Joint Consent and Acknowledgement (JC&A) Form to allow the dental clinics to verify their identity and eligibility for receiving the dental scaling service free of charge, to allow information sharing with DH, and to provide consent for disclosing their personal data for the purposes of obtaining the dental scaling service and other related purposes.

After receiving the dental scaling service, CSEPs should sign the Acknowledgment part of JC&A Form to acknowledge receipt of the dental scaling service and provide the verification code to the clinic.

If CSEPs’ eligibility cannot be verified on the appointment day due to special circumstances, and they firmly claim to be eligible for civil service dental benefits, CSEPs should sign a declaration form to confirm their eligibility for the PDS. The declaration form will be submitted to DH for verification of eligibility.

If the CSEP is found not eligible for civil service dental benefits at the time when he/she receives the dental scaling service, he/she will be liable to pay for the cost of dental scaling service and other related charges. The CSEP and/or his/her associated eligible person may also be liable to disciplinary action (as appropriate).

Q15 What should the CSEP do if he/she is a minor (below 18 years of age) or incapacitated person and unable to sign the forms for PDS?
A15 The CSEP concerned should be accompanied by his/her parent/spouse/adult child/legal guardian, or any adult authorised by his/her parent/spouse/legal guardian/adult child who should sign the forms on his/her behalf.
Q16 If CSEPs have doubts on whether they are suitable for dental scaling, can they ask the private dental organisations to access their medical records at government dental clinics?
A16 If CSEPs have doubts on whether their latest health condition is suitable for dental scaling when receiving dental scaling services, they can provide relevant information to the dentists at the private dental clinics, who will offer professional advice. Private dental organisations do not have the authority to access CSEPs’ medical records at government dental clinics.
Q17 Are staff of Dental Organisations/clinics allowed to engage in active marketing of their treatment or services when providing the dental scaling service?
A17 Staff of Dental Organisations/clinics are not allowed to engage in active marketing of their treatment or services to the CSEPs when providing the dental scaling service.

As staff of Dental Organisations/clinics are not allowed to engage in active marketing when providing the dental scaling service, to avoid inadvertent breach of the aforesaid requirements by the Dental Organisations/clinics, CSEPs wishing to enquire about the treatment, services or price for treatment or services provided by the clinics are suggested to make enquiries after the scaling appointment, preferably after leaving the clinics by phone or pay another visit to the clinics on other days.

Q18 Can the CSEPs apply for their bureau/department’s approval for time-off from duty for receiving dental scaling services under PDS? Will private dental organisations/clinics provide proof of attendance for dental scaling appointments under the Pilot Scheme?
A18 CSEPs who have booked appointment for dental scaling services under PDS can apply for their respective bureau/department’s approval for time-off from duty for receiving dental scaling services under PDS, in accordance with the relevant provisions of the Civil Service Regulations and procedures. After dental scaling, CSEPs can request for proof of attendance from the private dental organisations/clinics.
Q19 When will CSEPs receive the verification code?
A19 Once the appointment is successfully made, an SMS containing a verification code will be sent to the CSEP who is eligible for civil service dental benefits on the following day. In case the appointment is rescheduled, another SMS containing a verification code will be sent to the CSEP who is eligible for civil service dental benefits two calendar days before the rescheduled dental scaling appointment. The verification code should be provided to the dental clinics after completion of dental scaling service to facilitate the validation process. If the selected CSEP has not received the verification code before the appointment, he/she may no longer be eligible for civil service dental benefits, or if he/she has lost the verification code, please call the enquiry number of the Pilot Scheme at 2892 1044 from Monday to Friday, from 9 am to 5:30 pm (except public holidays), or send an email to DH pdsvcode@dh.gov.hk for verification or follow-up.
Q20 When should CSEPs provide the verification code to the private dental clinic?
A20 CSEPs should provide the verification code to the private dental clinic only after the dental scaling service has been completed.
Q21 If a CSEP has received the SMS with a verification code before the appointment, but cannot provide the code on the day of appointment, say due to loss of mobile phone or accidental deletion of the SMS, what should the CSEP do?
A21 If a CSEP cannot produce the verification code or if his/her eligibility cannot be verified by the web-based system on the appointment day, the CSEP should sign a declaration form to confirm their eligibility for the PDS. The declaration form will be submitted to DH for verification of eligibility. If the CSEP is found not eligible for civil service dental benefits at the time when he/she receives the dental scaling service, he/she will be liable to pay for the cost of dental scaling service and other related charges. The CSEP or his/her associated eligible person may also be liable to disciplinary action (as appropriate).
Follow-up Arrangement
Q22 If oral and dental problems are identified during the dental scaling service, how will it be handled?
A22 If during the dental scaling procedure the clinical staff of dental clinics have informed Old Cons CSEPs of the oral and dental problems identified that require follow-up, the clinical staff will record the dental problems in the web-based system for follow-up by the government dental clinics.

New Cons will receive a detailed oral and dental check-up during their first appointment at government dental clinics.

In case of emergency, CSEPs concerned may seek emergency service from the government dental clinics.

Q23 After receiving the dental scaling service under the PDS, will there be another dental scaling appointment under the PDS?
A23 The service period of the PDS will last for 18 months. Each invited CSEP will only be provided with dental scaling service once under the PDS within the service period.
Feedback
Q24 How to raise enquiries or complaints on dental scaling service provided by the private dental clinics?
A24 Under the PDS, the designated dental organisations/clinics are required to provide proper channels and contact persons for CSEPs to raise enquiries or complaints. For enquiries or opinions concerning the arrangement or procedure of the dental scaling service, please contact the dental clinic direct for prompt follow-up. If the issues remain unresolved, CSEPs may contact DH via pdsuser@dh.gov.hk for assistance.
Q25 How to give feedback on the PDS and the dental scaling service?
A25 DH will gauge the views of CSEPs who have joined the PDS through questionnaire surveys. CSEPs may also send their feedback to DH via pdsuser@dh.gov.hk.

Q26 If a tropical cyclone warning signal no. 8 or above is hoisted by the Hong Kong Observatory or an "extreme situation" is announced by the Government, can CSEP reschedule or cancel the appointment for that day?
A26 Before a tropical cyclone warning signal no. 8 or above is hoisted by the Hong Kong Observatory or an "extreme condition” is announced by the Government, there is normally a period of fore-warning. Affected CSEPs can contact the dental clinic to reschedule the appointment.

Please note that the original appointment has to be cancelled before booking a new appointment no matter whether the new booking is made within the same dental organisation/clinic or with a different dental organisation/clinic. The rescheduled appointment date should fall within three months from the date of receipt of the invitation SMS from DH.

Q28 How can CSEPs register for new consultation?
A28 With the implementation of new registration arrangements for new dental cases from 5 January 2024, CSEPs can perform one-time registration for joining the waiting list for new dental consultation slots by using e-form at any time. The registration platform has no quota restriction. CSEPs can fill in the e-Registration Form for New Dental Consultation Waiting List through the link on the Civil Service Bureau (www.csb.gov.hk) or Department of Health website (www.dh.gov.hk). As the new e-Registration Form must be submitted by using the “iAM Smart+” account, CSEPs who wish to make new registration via the said platform are encouraged to register/upgrade to “iAM Smart+” account in advance. For the registration methods of “iAM Smart+”, please visit the website of iAM Smart at https://www.iamsmart.gov.hk/en/reg.html. While CSEPs could still request for assistance in filling in the e-Registration Form via telephone, they are encouraged to make use of the new platform which is a more convenient way of registration.
