    An online registration system for the dental general public session (ORDGP) has come into operation on December 30, 2024 and that the preliminary registration arrangements for the dental general public session had ceased from the same day. Members of the public no longer need to queue in person at the relevant dental clinic to obtain a disc quota.

    The ORDGP has launched on December 30, 2024. The starting time for online registration for balloting has been advanced from the originally proposed 9.30am to 6am, while the closing time remains unchanged at 11.30am, making it easier for members of the public in need of emergency public dental services to register.

    Following the launch of the ORDGP, members of the public in need of emergency public dental services can access the ORDGP via the “eHealth” (Download), the “iAM Smart” (Download) apps eHealth mobile application (Download) or the DH’s Dental Public Session website to register under their real name for public dental services at designated dental clinics on the next working day. Each person can only register once per day during the above-mentioned registration period. Quotas are allocated by computer ballot. If the following day is a Saturday or a public holiday, ORDGP will not accept registrations.

    The system conducts balloting immediately after the online registration is closed. People who are successfully allocated a service quota will receive a confirmation notification via Short Message Service (SMS) with the ID "#DH-DENT GP". They can also log into the ORDGP to check the ballot result after 12.30pm on the day of registration, or call the hotline on 2892 2111 to check from 9am to 5pm during office hours.

    People who are successfully allocated a service quota must bring the originals of their identity documents used for registration to the designated dental clinics on the specified date and time to receive dental services.

    People who are successfully allocated a service quota but wish to cancel the appointment may use the “Enquiry of Ballot Result or Cancel Appointment” function to select “Cancel Appointment” and confirm. The ORDGP will automatically allocate the vacated quota to candidates on the waiting list. Successful waitlisted applicants will receive a SMS notification by 9pm on the day of registration. For easy authentication, SMS messages issued by the DH will bear the ID “#DH-DENT GP" with the prefix "#". Relevant SMS messages will not contain hyperlinks.

    To cater for the needs of the elderly, half of the quotas are allocated on a priority basis to elderly people aged 65 or above. Elderly people, who are not allocated a priority quota in the first round, will join other registered persons for the allocation of the remaining quotas by ballot.

    Anyone who needs assistance registering may visit any dental clinics with dental general public session between 8.30am and 11.30am to register with the assistance of on-site staff, without using their own personal mobile phone or computer.

    The DH has established extensive district network to assist those in need, including District Health Centres, District Health Centre Expresses, District Councillors’ offices, Community Care Teams and dental clinics run by 15 social welfare institutions or non-governmental organisations.

    People who registered for the dental GP sessions and are successfully allocated service quotas through the “iAM Smart” or “eHealth” apps, the person, along with their family members or carers registered with eHealth can check their relevant appointment records of service quota through the eHealth app.

Scope of Services

The scope of services provided by the Dental General Public Session includes relief of pain and tooth extraction (one tooth per visit). It does NOT include dental filling, dental scaling and polishing, provision of denture, removal of bridge, and pre-orthodontic extraction.

  1. You must present a valid identity document during attendance.
  2. If you are under 18 years of age, you MUST be accompanied by your parent / guardian.
  3. The service provided at Dental General Public Session for the Eligible Persons* is free;a charge of HK$1,190 will apply for non-eligible persons
    * Eligible Persons.
    1. The following are the categories of the Eligible Persons:
      1.1 holders of Hong Kong Identity Card issued under the Registration of Persons Ordinance (Chapter 177), except those who obtained their Hong Kong Identity Card by virtue of a previous permission to land or remain in Hong Kong granted to them and such permission has expired or ceased to be valid;
      1.2 children who are Hong Kong residents and under 11 years of age; or
      1.3 other persons approved by the Director of Health.
    2. For other patients not under the above categories, the rates of charges applicable to Non-eligible Persons will apply. The Director of Health will determine the eligibility of patients to whom the rates of charges will apply.
