Application for Inclusion in the DH Notification Lists
Note
For procurement exercises to be invited from 1 June 2025 onwards, the Government will fully adopt electronic means in making payments to suppliers and will no longer provide the option of physical cheques. In addition to bank transfer, suppliers may also receive government payments via the Faster Payment System (FPS) by providing “HKID” or “FPS identifier” to procuring departments. Procurement exercises invited before 1 June 2025 will not be affected by this new measure.
- The Department of Health (DH) maintains Notification lists of suppliers of medical goods and services for quotation invitation or tender notification purposes. Application for inclusion in these notification lists is free of charge. Any firm wishing to be considered for inclusion in the DH Notification Lists may apply by completing an application form and return it to DH for processing :

- Applications received will be processed by DH. Subject to confirmation of their credentials, those firms that are found acceptable will be included in the DH Notification Lists. Their continued inclusions in the notification lists will depend on their demonstrated ability to offer competitive offers and their performance in connection with any order(s) or contract(s) which they have been awarded. DH reserves the right to review the status of a firm as a supplier on the DH Notification Lists in the light of any new information that may affect such status and remove a firm from the DH Notification Lists at any time without prior notice and without compensation. Inclusion of the firm's name in the DH Notification Lists does not imply that it has the necessary capability/technical abilities for the supply of that category(ies) of goods or services to the Government.
- Firms in the DH Notification Lists may receive quotation invitation or tender notification issued by DH for the supply of relevant category(ies) of goods or services as and when opportunities arise. Firms which receive quotation invitation or tender notification from DH do not be guaranteed that they will be awarded with the contracts or their past contract performance is satisfactory. The suitability of awarding a contract to a firm will be assessed on a case-by-case basis according to the terms of the quotation or tender.

Building on the first phase of the strategy on the procurement of medical devices (MDs) adopted by the Department of Health (DH) since 21 June 2023, DH is preparing to further strengthen the strategy in the second phase with effective from 1 November 2024. MD Traders are encouraged to apply listing for their MDs under MDACS in addition to the application for inclusion in the DH Notification Lists. | (2) | The Government shall not in any event be liable to any suppliers for any loss or damage whatsoever arising out of or in relation to any failure or delay in receiving any invitations or notifications (whether transmitted by electronic means or otherwise) or removal of any suppliers from any lists at any point of time, including but not limited to direct, indirect, special, incidental or consequential damages, damages for loss of profits, business interruption, loss of business information, or other pecuniary loss, even if DH has been advised of the possibility of such loss or damage, whether in contract or tort, or on any other legal or equitable grounds. |
| (3) | Any invitations, notifications or other communications from DH to the suppliers shall be deemed to be received (i) if sent by post, the next business day in Hong Kong immediately after the date of despatch (Hong Kong time); and (ii) if sent by fax, when despatched, regardless of whether the suppliers have actually received such invitations, notifications or communications (as the case may be). |
| (4) | In the event of any inconsistency between the English version and the Chinese version of this Disclaimer, the English version shall prevail. |
