1. Healthy Teeth Collaboration

Objective

To provide free oral check-ups, dental treatments and oral health education for adults with intellectual disability and/or, autism spectrum disorder.

Target Beneficiaries

To apply for the services under Healthy Teeth Collaboration, persons with intellectual disability and /or with autism spectrum disorder (“the applicant”) must fulfil the following criteria:

(Note : the participating non-governmental organisation dental clinic will make copy of the relevant documents and such copies will be submitted to the Department of Health for processing of fees reimbursement.)

Scope of Services

Non-governmental organisation dental clinics will provide:

Scope of dental services include radiographs, preventive treatment, treatment of gum diseases, fillings, extractions (including wisdom teeth), and/or pulp treatment.

If dental treatments cannot be provided under behavioural management at clinic, arrangements will be made for applicant to receive dental treatments under conscious sedation, deep sedation or general anaesthesia at a designated collaborating private hospital or day procedure centre.

2. Outreach Dental Care Programme for the Elderly (ODCP)

Objective

Users receiving long-term care services are generally frail and may be unable to take care of themselves and unable to receive conventional dental care services. Oral health of these users may get deteriorated as a result. Oral care is an integral part of overall personal and nursing care services for elders receiving long term care services.

The Government has launched the Outreach Dental Care Programme for the Elderly. Professional oral checkup and oral health care for elders residing in residential care homes, nursing homes or using service of day care centres and training is provided for their caregivers to promote prevention and early treatment, and enhance oral hygiene of the frail elders.

Target Beneficiaries

Person who holds a valid Hong Kong Identity Card, and residing in Residential Care Homes, Nursing Homes or Care and Attention Homes for the Aged Blind licensed by the Social Welfare Department, or aged 60 or above and using services of Day Care Centres/Units for the Elderly listed by the Social Welfare Department.

Non-government organisations appointed by the Government will deploy outreach teams to provide the following free services:

3. Special Oral Care Service

Objective:

To improve the oral health of children with intellectual disability, a Special Oral Care Service (SOCS) is set up by the Department of Health (DH) in collaboration with Hospital Authority at Hong Kong Children's Hospital for pre-school children of age under 6 with intellectual disability for early prevention and treatment of common oral diseases.

4. Primary Dental Co-care Pilot Scheme for Adolescents (PDCC)

Objective:

PDCC guides adolescents to foster long-term relationship with private dentists or dentists of NGOs by subsidising part of the cost of dental check-up, so as to promote their life-long habit of regular dental check-ups for prevention of dental diseases. Each eligible person can receive the subsidised services once every calendar year from a participating dentist of his or her choice who have enrolled in the programme. The Scheme Participant is required to pay a co-payment fee.

Target Beneficiaries:

  1. Adolescent aged 13 to 17 (or will be aged 13 in the calendar year the application to enrol is made. A person will cease to be eligible once he reaches the age of 18);
  2. Holds a valid Hong Kong Identity Card; and,
  3. Has joined the Electronic Health System (eHealth).

5.Community Dental Support Programme (CDSP)

Objective

CDSP aims to promote early identification and timely intervention of dental diseases among the underprivileged groups with financial difficulties through provision of subsidised services.

Eligible persons can choose a dental clinic operated by participating non-governmental organisations (NGOs) either by approaching the clinic him/herself or through arrangement by a Registered Social Worker to receive the subsidised services under CDSP. Participants are required to pay an administration fee.

Target Beneficiaries

  1. Holds a valid Hong Kong Identity Card or is a holder of a valid Certificate of Exemption; and
  2. Be current beneficiary/ recipient of:
    1. Old Age Living Allowance (OALA) administered by Social Welfare Department (SWD); or
    2. Community Care Service Voucher Scheme for the Elderly (CCSV) administered by SWD with Co-payment Category II; or
    3. Integrated Home Care Services (Frail Case)”, “Enhanced Home and Community Care Services” and “Home Support Services” subvented by SWD while paying Level 1 or 2 fee charged / with Co-payment Category I or II ; or
    4. Medical Fee Waiver put in place by the Hospital Authority; and
  3. Has joined Electronic Health System (eHealth)

Scope of Services

After assessment by the attending registered dentist from the NGOs appointed by the Government, the following services will be provided to participant within 180 days if considered suitable:
